On September 1, 2007 the Texas State Legislature changed the rules and regulations regarding towing and storage lot operators, not only did the statue change the enforcement and reporting structure from TxDOT to TDLR, but within the year every non-consent tow truck driver and storage lot employee requires certification. The Texas Towing and Storage Association (TTSA) in association with the Towing and Recovery Association of America, (TRAA) the nationally sponsored testing body, provide course material, followed by testing and certification via schools and colleges throughout the state. However, practical hands on training is provided by the TTSA Training Committee, who has TRAA Certified Trainers. Greg Arens is a TTSA Training Committee Member and a TRAA Certified Trainer.
